FlankingSNPQuery: Batch query of flanking SNPs

Search for SNPs mapped to adjacent locations of SNPs in the query list.

Based on

The data can be used to identify known SNPs that might affect genotyping assay design of one SNP.
It can also be used to check whether a SNP is already in dbSNP.
